1st Level: Any weapon ability that deals rolled damage using this weapon gains a +1 damage bonus and deals extra cold damage. When you hit a creature, it is slowed until the end of its next turn. Allies gain a +1 bonus to attack rolls against slowed creatures.
5th Level: The weapon's damage bonus increases to +2. Slowed creatures also have -1 to all defenses. Allies gain a +2 bonus to attack rolls against slowed creatures. You gain immunity 5 to cold damage.
9th Level: The weapon's damage bonus increases to +3. When you hit a creature that is already slowed, it becomes restrained until the end of its next turn instead. You gain immunity 10 to cold damage. Allies within 3 squares of you gain immunity 5 to cold damage.
